As the Fellowship is making its way south from Rivendell, the Crebain come and spy out their movements. The flock of large crow-like birds then return to Isengard and report back to Saruman. He realizes that they are making for the Pass of Caradhras and turns the weather against them, forcing them further south either towards his realm or into Moria.
